In the congratulatory message, it is noted:
"For over three decades, you have been ministering for the benefit of the Holy Church in Kazakhstan, teaching the people of God through word and deed to live according to the commandments of Christ, with love, patience, and compassion. At a crucial time in the modern church history, the Lord called you to the episcopal service at the Petropavlovsk diocese.
I wish that your experience, knowledge, talents, administrative skills, and diligence may fully contribute to the good of the Church, benefit the flock, and continue the creation of new sanctuaries, the development of educational services, and the strengthening of fruitful interactions with governmental authorities and social organizations on the land of Northern Kazakhstan.
I prayerfully wish you God's help in your apostolic service, steadfastness in witnessing the eternal Gospel truths, 'peace and joy in the Holy Spirit' (Romans 14:17).
I consider it just to bestow upon you the high award of the Orthodox Church of Kazakhstan – the Order of 'Yntaly Qyzmet Ushin' (For Diligent Service).
May the All-Merciful Lord, through the intercession of the Most Holy Theotokos, the prayers of the new martyrs and confessors who have shone forth in the land of Kazakhstan, grant you strength of spirit and body, and His gracious help in carrying further episcopal labors for the benefit of the Holy Church."
