Formed by the decision of the Holy Synod on October 6, 2010 (journal №96) with subsequent approval by the Bishops' Council by separating from the Chimkent and Ural Dioceses. The Synod decreed that the ruling bishop should have the title "Kostanay and Petropavlovsk."
The Bishops' Council of the Russian Orthodox Church on February 2-4, 2011, approved the decision of the Holy Synod to form the Kostanay Diocese (Resolution "On Issues of Internal Life and External Activities of the Russian Orthodox Church", item 3).
By the decision of the Holy Synod on October 5-6, 2011 (journal № 101), the Petropavlovsk-Bulaev Diocese was separated from the Kostanay Diocese. The Synod decreed that the ruling bishop should have the title "Kostanay and Rudny."
It unites parishes within the boundaries of the Kostanay Region of the Republic of Kazakhstan.
The diocese has a population of 880,900 people.
