Born on July 6, 1964, in the village of Podgorny, Dzhambul Region, Kazakh SSR, in a working family.

From 1971-1981, he studied at secondary school.

From 1982 to 1984, he served in the Soviet Army.

From 1985 to 1989, he completed a full course at the Moscow Theological Seminary.

On May 18, 1988, he was accepted into the brotherhood of the Trinity-Sergius Lavra, and on July 3 of the same year, he was tonsured a monk by the Lavra's abbot, Archimandrite Alexy (Kutepov), with the name Serapion in honor of Saint Serapion, Archbishop of Novgorod.

On July 17, 1988, he was ordained a deacon by Archbishop Serapion (Fadeev) of Vladimir and Suzdal (d. 1999).

From 1989 to 1993, he completed a full course at the Moscow Theological Academy.

On October 10, 1990, he was ordained a hieromonk by Bishop Mark (Petrovtsy) of Argentina and South America (now Metropolitan of Khust and Vynohradiv).

From 1993 to 1997, he performed obediences as a cantor and deputy chairman of the publishing department of the Trinity-Sergius Lavra.

From 1997 to 2002, by the blessing of His Holiness Patriarch Alexy II, he carried out missionary-pastoral service in the Abakan Diocese.

In 1999, he was elevated to the rank of hegumen.

From 2003 to 2004, he served as the abbot of the Patriarchal Metochion on the Kulikovo Field.

In 2004, he was granted the right to wear a palitsa.

Since 2005, he has served in the Lipetsk Diocese, being the rector of the parish of the Trinity Church in the village of Gnilusha, Zadonsky District, and a member of the diocesan commission for the canonization of saints of the Lipetsk Diocese.

In 2011, he was granted the right to wear a cross with decorations.

From September 4, 2013, he has been a cleric of the Astana and Almaty Diocese of the Metropolitan District of the Russian Orthodox Church in the Republic of Kazakhstan.

From September 4 to October 20, 2013, he was the sacristan of the Ascension Cathedral in Almaty.

On October 2, 2013, by the decision of the Holy Synod of the Russian Orthodox Church (journal No. 105), he was elected Bishop of Kokshetau and Akmola.

On October 13, 2013, he was elevated to the rank of archimandrite by Metropolitan Alexander of Astana and Kazakhstan.

On October 22, 2013, he was named Bishop of Kokshetau and Akmola.

On October 23, 2013, he was consecrated Bishop of Kokshetau and Akmola. The episcopal consecration was led by His Holiness Patriarch Kirill of Moscow and All Russia.

On May 6, 2022, at the Divine Liturgy in the Cathedral of Christ the Savior in Moscow, he was elevated to the rank of Archbishop by His Holiness Patriarch Kirill.

On January 28, 2025, passed away in a car accident.
