On July 25, 1928, he was arrested by the OGPU authorities of the Lower Volga region. During the investigation, he was held in custody in the Saratov detention center. He was accused of being "an opponent of Soviet power and its policy on the separation of church and state, conducting anti-Soviet agitation among believers, accusing the Soviet government of strangling religion and its servants." He did not plead guilty to the charges under Article 58-10, Part 2 of the RSFSR Criminal Code.

On October 11, 1936, he was arrested by the NKVD Directorate for the Saratov Region on charges of "conducting anti-Soviet agitation among his surroundings, spreading provocative rumors about alleged persecution of religion by the Soviet government." The indictment stated: "Being embittered against the Soviet government, Pokrovsky systematically engaged in counter-revolutionary agitation among the collective farmers, for which he systematically visited the homes of collective farmers and, under the guise of memorial meals, organized drinking parties, thereby distracting collective farmers from work. The facts of the activity were fully established by the investigation. The accused partially admitted his guilt" (it referred to his confession during the investigation: "There was one case. I, Pokrovsky, was invited by my landlady to a memorial meal on the occasion of her husband's death. After the meal, I went to my room. I was not at anyone else's place among the collective farmers and did not engage in counter-revolutionary agitation").
