The Bishops' Council of the Russian Orthodox Church on February 2-4, 2011, approved the decision of the Holy Synod to form the Karaganda Diocese (Resolution "On Issues of Internal Life and External Activities of the Russian Orthodox Church", item 3).
The Synod decreed that the ruling bishop of Karaganda should have the title "Karaganda and Shahtinsk."
The diocese's boundaries coincide with those of the Karaganda Region.
The diocese has a population of 1.383 million people.
