Metropolitan Alexander attends the announcement of the annual address of the President of Kazakhstan to the people of the country

September 8, 2025. Astana. At the Parliament building, the President of the Republic of Kazakhstan Kassym-Jomart Kemelevich Tokayev delivered his annual address to the people of Kazakhstan.

In accordance with the Constitution of the Republic of Kazakhstan, the President annually addresses the people on the state of affairs in the country and the main directions of the state’s domestic and foreign policy.

The Head of the Orthodox Church of Kazakhstan, Metropolitan Alexander of Astana and Kazakhstan, took part in the event.

Also present at the announcement of the address were: members of the Government and heads of state authorities; deputies of the chambers of Parliament; akims of the country’s regions and cities; the creative intelligentsia; the Chairman of the Spiritual Administration of Muslims of Kazakhstan, Supreme Mufti Nauryzbai qajy Taganuly; representatives of the Assembly of the People of Kazakhstan; university rectors; leaders of public and youth organizations; heads of national companies; the diplomatic corps; and the Federation of Trade Unions.

The President focused attention on economic growth, digitalization, and the strengthening of social justice.

«The world has entered a new historical era which, obviously, will not be easy for all of humanity. Mutual contradictions between global powers and interstate associations are increasing. As a result of the escalation of tension and aggressiveness in international relations, the number of wars and conflicts is growing.

In the internal and external policy of some countries, tendencies of extreme nationalism are strengthening. Disparities and inequality in global economic development are increasing: some states are falling further behind, while others are achieving outstanding progress in the field of artificial intelligence.

The erosion of international law is becoming ever more noticeable; there is a weakening of the role and status of the United Nations in solving the key problems of modernity. Ecological and technological disasters have become more frequent, bringing enormous losses to national economies.

The Western concept of multiculturalism, interethnic and interfaith harmony is experiencing a crisis. The foundations of national cultures and traditions are being undermined under the influence of destructive globalist forces. The migration crisis is intensifying; flows of refugees, human trafficking and the drug trade are growing.

Completely new types of threats to the security of humanity have arisen, including those related to the use of extremely dangerous weapons operating on the basis of artificial intelligence. There are other factors as well, indicating a fundamental change in the geopolitical paradigm. In other words, a new world order is coming.

Kazakhstan is an integral part of the world community, a country located in the very center of the Eurasian continent. Despite global instability, we have taken a decisive step into the era of total digitalization and artificial intelligence.

My main mission is to ensure the stable socio-economic development and security of Kazakhstan in this turbulent, dangerous time. Our younger generation must live in happiness and prosperity. To achieve this, we, as a united nation, must work diligently. This is our common cause, our civic and patriotic duty.

But no matter how difficult it may be, we must by all means achieve success. There is no other choice, because the future of the country and the destiny of our people depend on it. Therefore, we must approach all reforms prudently and thoughtfully, paying special attention to their high-quality implementation.

As you know, thanks to the large-scale transformations carried out in recent years, our political system has become more progressive and open. The mentality and consciousness of citizens are changing toward greater trust in state institutions. The principles of Legality, Justice and Order are being affirmed in society. However, a huge amount of work remains to modernize society.

Comprehensive economic reforms have been launched in the country. Significant investments are being made in infrastructure construction and the opening of new production facilities. It is obvious that all these steps are aimed at increasing the well-being of the people and strengthening the potential of the country.

The rapid development of artificial intelligence is already influencing the worldview and behavior of people, especially young people. There is no alternative, since this process is radically changing the world order and the way of life of all humanity. We must be ready for this. We need to act decisively; delay is fraught with the most severe consequences. Therefore, I have set the strategically important task of transforming Kazakhstan within three years into a fully digital country.

On the basis of large-scale digitalization and the active introduction of artificial intelligence technology, we must modernize the economy. As a first step, we should accelerate the adoption of the Digital Code. This document must define the key directions of digitalization, including artificial intelligence, the platform economy, the use of big data, and other aspects.

To become part of the new technological order, we will need to restructure the entire system of public administration with a manifold increase in its transparency, efficiency, and human-centeredness. Therefore, I believe that on the basis of the existing line ministry we need to establish a Ministry of Artificial Intelligence and Digital Development, to be headed by a specialist with the rank of Deputy Prime Minister.

The Government is tasked with ensuring the total implementation of artificial intelligence to modernize all sectors of the economy. In order to enhance Kazakhstan’s competitiveness, we must rethink our approaches to our work. In view of the foregoing, I would like to dwell on the following key tasks.»

After the address of K.-J.K. Tokayev, Metropolitan Alexander spoke with representatives of state authorities and parliamentarians.
