The Bishops' Council of the Russian Orthodox Church, held on February 2-4, 2011, approved the decision of the Holy Synod to establish the Pavlodar Diocese (Resolution "On Issues of Internal Life and External Activities of the Russian Orthodox Church", item 3).
By the decision of the Holy Synod on October 5-6, 2011 (journal № 101), the Ust-Kamenogorsk Diocese was separated from the Pavlodar Diocese. The Synod decreed that the ruling bishop should have the title "Pavlodar and Ekibastuz."
The diocese's borders coincide with the borders of the Pavlodar Region of the Republic of Kazakhstan.
The diocese has a population of 758,600 people.
